Shari Heino has been involved with electric utility law since the beginnings of the implementation of Senate Bill 7 (revisions to PURA which deregulated retail electric markets in Texas) in 1999. A 1998 UT law school graduate, Shari represented the Electric Reliability Council of Texas, Inc. (ERCOT), originally as outside counsel and then as an in-house attorney, from 1999 to 2007. Shari was involved in the drafting of the very first set of ERCOT Protocols, the market rules which are the foundation of the wholesale and retail markets in the ERCOT region within Texas. Recently, Shari joined Mathews & Freeland where she continues to practice in the electric utility law arena. Shari’s areas of expertise include ERCOT market rules and governance and practice before the Public Utility Commission of Texas.
